Mystery Image

This image was taken by F.G.Steggles, a well known local photographer. Everybody is in fancy dress at what appears to be an Empire Day celebration. If you have any idea of the occasion or location, we would be fascinated to know. (Apologies for the poor quality: it has been scanned from a copy).
